- Increase universal access to quality education, justice, financial inclusion for poor and disadvantaged older men and women, minors, people with special needs and people with disabilities and also girls, boys, men and women.
- Promote economic empowerment of women to combat poverty, ignorance, fear and violence against women.
- Ensure increased and equal access to quality sexual and reproductive health, rights, information and services.
- Protect and promote the human rights of women and girls, especially from all forms of abuse, violence, exploitation, trafficking, harmful practices and advance gender equality.
- Create decent employment and livelihood opportunities for women, young people in particular young women.
- Eradicate/eliminate the roots causes of discrimination and violence against women and other marginalized and vulnerable groups including young people.
- Mainstream the needs of women, children, poor and disadvantaged older men and women, minors, people with special needs and people with disabilities into all development goals.
- Recognize that climate change is one of the biggest challenges facing development and exacerbate poverty and violence against women and children, and ensure climate change processes are gender- responsive.

- Eliminate and eradicate all forms of gender based violence.
- Scale up HIV and AIDS testing, prevention, treatment, care and support. Promote the active involvement of men and boys in HIV prevention, care and support.
